   You can always use essentials and use XXMP (I think that is what it is called)

   It DOES exist, I used it before, it's in the Esssentials Extra zip, just install Essentials.jar, then Essentials GeoIP: http://dev.bukkit.org/bukkit-plugins/essentials/files/216-essentials-extra-2-13-1/
   
   EDIT: Essentials XMPP is a sort of messaging protocol plugin.
