Plug-in that creates a chance for a mob to spawn every night (or every 24 minutes)

    I've been trying to find something (plug-in, mod) that can make it so a certain mob has a 1/1000 chance of spawning at 0 80 0 every night.

    I'm creating a modpack and I want a Wither Storm to have a very low chance of spawning at 0 80 0 as a sort of looming threat, but despite how easy this kind of thing would seem to find, I can't find anything for it.

    I mostly just want the Wither Storm to be a looming threat on the world, it doesn't have to spawn at 0 80 0 or have a chance specifically to spawn at night as long as there could be a 24 minute timer to run the chance again.

    Any help is greatly appreciated.
