   I would like to be recommended a plugin that does the following.
   
   * Admins can create plots for users to purchase
   * Users can purchase plots by right clicking a sign
   * Users can add mates to their plot
   * Users can put their plots up for sale

   I'd say you could possibly use PlotMe.
   Villages (http://dev.bukkit.org/bukkit-plugins/villages/) has features like this, but if you don't want the town side of things, stick with PlotMe.
