Problem/Bug Please help me with plugins! [Mainly with permissions]

Hello! I'm looking for people who could help me create, config my server plugins for free. I have made some server some time ago, but now when ever i try to set up my permissionsEx nothing is working! I think im doing everything right... I even checked out some tutorials for Permissions on a 1.8 server. And still get the same problem. My permissions are not working.
