Players cant place water. Why cant they?

For some reason in certain areas players cannot place water.

I do have towns with residential areas that people can buy areas of land and do what they want to.
All of it property buyin and such it dealt through Regios.

The smaller buyable regions are inside of a huge region. The only purpose of the huge region it to turn off monster spawning and to show a message that they have entered the region.

I dont have any of the protections on, they are all off in that region. Yet they still cant place water...

Also in some areas where there is no region (which can be far away from one) sometimes players cant set water...

What do I need to do to fix this???

the Im sure one of them is with regios but I need help finding where I need to go to fix that. the other problem is a complete mystery.
