Problem/Bug Players can't connect to server unless I'm locally connected

    As the title says, other players on my private Minecraft servers can't connect to the server unless I've recently connected via localhost. I host a variety of servers from Bukkit to various modded ones, all locally run on my computer. This started being an issue a couple months ago, and I just noticed the localhost connection trend the other day. I have no idea what the problem could possibly be, but I'd love some help on the subject.

    To give you an idea of how I have things set up, my main server is a Bukkit server running on port 25565. I've added inbound/outbound exceptions to my Windows firewall, port forwarded it via my router, and added the port trigger on my modem. People can connect perfectly fine if I am on the server, but if nobody's on, the server will not allow the connection, usually giving some kind of time out error.
