Players able to use /clear command

My players are able to use the /clear command not only on themselves, but also to other players! I denied essentials.clearinventory, essentials.clearinventory.* and bukkit.command.clear and still they can use it. What's wrong? My plugins are:

nvm, I already found out. It turns out that CityGates also has a /clear command and I haven't set the corresponding permission.
