Question Placing Command Blocks in Survival Mode

So I've been making this map for a couple of months now that revolves around players in survival mode placing command blocks (with pre-created commands) to spawn structures. The map is nearly complete, but somehow, I didn't notice until today that you can't place command blocks in survival mode. I've looked everywhere for a way to do this, and can't seem to find any plugins or mods that would work with 1.12.2. Because there are dozens and dozens of command blocks with NBT data of commands already in them that are being placed, I can't use an item dropping system either. So, is there a plugin or anything that will allow me to do this? If not, how would I go about making one myself?
