Pick enchant

I am wondering if there is a plugin where people can pick the enchantment they want and will take the xp from them. Do for a ex people can do /enchant <name> <level> and the item they are holding in there hand will get the enchantment and it will take the xp from them. Please tell me if there is one made or someone can make one.
