Problem/Bug PermissionsEx - You dont have access to that command

Sorry for the long title

Alright, hi, so I'm starting up a little server and I need a bit of a help I've got my permissions all done but they don't work and people cant use them. I tried to google up an answer but nothing. So in a nutshell, I'm asking for someone to take a look and perhaps fix them? I'd be really grateful!

I didnt specify, sorry. I can use them fine, but others cant like the prefixes work but commands dont

Um, well we've been trying the Mod group. And as I said nothing works, like not a single command works and the person always just gets an error message (You don't have access to that command.). Unless they're opped of course.
So unless the person is OPped, they can't use the commands like spawn, home, etc.

Also If there's something we should focus on, I'd focus on the /spawn command
