It looks like your PEX was set to autoupdate, but after it updated to the newest version it acknowledged that your CraftBukkit isn't new enough to support it, so it disabled itself until you downgrade to the previous version. You can fix this by either upgrading your version of CraftBukkit to one that is UUID aware (1.7.5 and up) OR by downgrading your PermissionsEx to an older version that still works with the old CB builds.
