Problem/Bug Permissions problem

    Hey this probably isent allowed to be here.

    But i need some help...imatm working on a bukkit 1.14.3 server and yeah i have a probelm i dont find a working Permission plugin cause PermissionEX is just straigth up dont working...and the other i tryed was LuckPerms but for this im to stupid and now i need some help cause besides the op's no one can do anything most cant even use /help...

    Hope some one can help me with this imnow working on this problem for more then 4 days and just cant find a solution...
