In a hypothetical sense your file is fine. I would however advise removing the worlds: and world: tags and just using permissions, it looks like you only have one world so per world perms are not necessary. I think you may solve it by doing that. Otherwise looks fine.

Found the error. EASY.
"Options:" doesn't need to be there. That messed the whole thing up.

I believe it is required. Just go from 1 to however many you need. Also, I do this stuff all the time. I have never came by anything like this. Don't worry.

Yes mines updated, I got a message from some one saying that the error thing in my first post is from me reloading the server, it this why?
