permissions doesn't work

    Hello! I have server for my friends. I have installed several plugins. And I have a trouble. I can't give permissions for using commands.
    I have:
    permissions.yml
    groups:
    Default:
    default: true
    permissions:
    - pm.message
    - pm.*
    - dynmap.render
    - dynmap.*
    - dynmap.marker.*
    - bukkit.command.reload
    options:
    default: true​
    bukkit.yml
    settings:
    ...
    permissions-file: permissions.yml
    ...​
    The console does not issue an error and if you make an error in permissions.yml, the console will notify you about it.
    My server:
    Paper 1.19

    @00jeser Try installing a permissions plugin, will make everything easier.
