Per world Texturepack

Who can create a plugin that allows that you can set 1 texturepack Per world

All the other plugin have texturepack per region but i want to each world

Who can create this?

Ps. the version must be 1.9 and 1.10 !

Private plugins are not allowed on these forums afaik (and what is the need?), but I can't seem to find it in the rules. Would be great if somebody else would know where you can find that
