Problem/Bug People can't download my server's texture pack !

So i downloaded a texture pack for my server . I uploaded it to mediafire.com and got the direct link ( right clicked on download , and copy link ) .
!!! NOTE THAT I AM OFFLINE MODE BECAUSE I AM USING BUNGEECORD.

I went to my server (i restarted it when i pasted the mediafire link) and i downloaded the texture pack and everything was fine . The Texture pack is a zip file and doesnt have sub folders . My friends joined and on their screens its like . Downloading -3313% . Its Strange that its minus percentage . Something like that . And it seems to dont work . They cant get the texture pack . Dont get me wrong , i know that they can just install it but i am still working on my server and i want it to be PUBLIC and when random people join , they can download the texture pack automatically . I tried to create a link with drop box , watching tutorials on that but it doesnt work . This mediafire link only works for me . Its a direct link to a zip file with no sub folder . They tried to delete theyre server resource packs ( C:\Users\AppData\Roaming\.minecraft\server-resource-packs ) and they cant still download it . Please help !! . ( I uploaded the Texture Pack
