Open a link in a players browser

I saw this tutorial:

but it doesn't work, is their a way to do this?

If there was, that's grounds for extreme exploitation.
Imagine if you joined a server, and bam, you're infected with a fake anti-virus?

You'd have to force players to install a mod for this to work, and send the mod a custom packet, then read the packet data in the client, then open a browser with the url.
