One single user is not getting linked to Permissions as default

I have a user named tHELLraser thats a default member on my server with roughly 50 others at that default level. However he is not tied into permissions at all. He is on the whitelist his name is spelled correctly i even tried putting him in permissions manually as default. However he still has no access to commands nor does he have the ability to break blocks. I checked the logs and nothing is stated in there about him. I'm baffled..
