Not able to hook mobs

So somewhat recently on my server (After switching to new hardware) my players aren't able to use a fishing pole to hook onto mobs. The hook just goes through them and doesn't do anything. And it stinks mostly because we use McMMO and the shake ability is quite well used. Anyone else experiencing these issues? Any help would be great, thanks!

Just figured it out:

AntiRelog

That plugin is what caused mob hooking not to work for some reason. I don't even know why I left it on my server, because the plugin itself kinda sucked for what I wanted it to do.
