Noob Problem: My chat is broken (people can hear /tells sent to other people)

My chat plugin appears to be slightly broken... whenever someone uses the /tell command (for private messages), everyone on the server can hear them, just like the admin can.

I'm not sure when this started (it's been a while since we actually had enough people on for us to notice this XD), but I have no idea what could be causing it. I checked the config HeroChat and the chatconfigs in Towny and they appear to be up to date and set correctly (and Towny is set not to affect chat anyway). I tried updating Vault, but it didn't have an effect. bPermissions looks like it has everything set correctly.


Any ideas as to what could be causing this?

EDIT: I think I figured out the problem. Taking away the permission for towny's general chat and removing the general chat channel from the channel config in towny seems to have fixed the problem.
