No mobs of ANY KIND spawning in the game

Hi. Im running bukkit 1.4.7 (latest stable build) and I cannot get any mobs to spawn on my map. When i load new maps they spawn, but for this map, it would not.

I had a couple plugins enabled, and I feel like the settings there really fucked me but what can I do to repopulate my server with mobs (both passive and aggressive are missing).

Plugins Installed: (I tried loading it without any plugins to see if they would spawn, but nope. Even nether is empty!)

Admincmd, chatmanager, cmdbook, ijmh, mcMMO, ExtraHardMode, Monster Apocalypse, Modify World, Permissions Ex, Protection Stones, RPGDrop, Shield, TreeAssist, WE&World Guard.

If you want any config files of any please tell me! I need mobs spawning!
