Nether block manipulation Privileges revoked from everyone, including Admins

    Our server is currently using the most recent version of Bukkit, 1.7.2.
    When we upgraded to this build for some reason no one can build in the nether. There are no worldguard regions defined there.
    Admins cant even bypass it.
    The server is currently being outstourced.

    Theres World and World_nether, you have to define permissions in world_nether.
