Need help with a simpler town plugin.

Alright heres the run down....I want to make a simpler version of towny since it can be confusing. I want to start from scratch and have a sort of factions thing plus the addidion of makeing plots in your faction/towns land and selling them. But i ran into a problem...I have no experience as a plugin dev. So if anyone can help please do so!

might I suggest you just give the player permissions.* (replace permissions with the plugin name)? That or open the plugin.jar and read the plugin.yml for permissions and add em all in bulk? I prefer 3 group permissions anyways... player, moderator, op, where mods can affect players, and ops can affect worlds.
