What I want: I would want to have enchants, should as potions enchants and would give you the effects went its in the hand like hast mine faster also have Explosive with can have has random changes to place explosive , Treasure gives you more drops, Smelter smelts the items for you and you can add different leaves to it so it can last longer or more often this could work with any tools

First thing is first, I would like to see the owner's OK on this. Screenshots, signed documents and video evidence is accepted. If you don't have it, I am sure that the bukkit community does not appreciate liars.

Yes, it is not against the rules, but it is against a DEVs morality to copy another person's plugin. I don't know if you share the same set of morales I do, but I would never take on a copycat request.

MAIN20000 is known for copying entire plugin lists of servers. Typically, we ignore his requests for the aforementioned reasons.

and MAIN20000 stop bumping copy-cat plugin request threads. If you want the plugin, ask the "server owner" which apparently gave you an okay to copy his ideas for the plugin. I know this is total BS because if he did give you the OK to copy the ideas, he would have just given you the plugin itself.
