Plague is right. If you are looking for something that will add new items, blocks, and things like that, you need a client mod. If you search "FancyPack" at minecraftforums.net, you can find a mod that adds new farming things, like what you are asking about. I'm not sure if it will work with bukkit, though.
craftable flowerpots maybe? bucket + dirt + yellow flower/redflower(/saplings that don't grow/cactus that don't grow)
