Plugin Request Mobs Spawning from Spawners, but no Natural Spawning

Im sorry if a plugin like this is already been created, but pretty much I need a plugin that allows mobs to be able to spawn from spawners, but not spawn naturally.

What I want: A Plugin that makes mob spawn through spawners, but not naturally.

When I'd like it by: Next Week when my server comes out

hmmm... it doesnt allow spawning from spawners either... do you know any way to fix this?

they work... just not spawners

 

I'm running spigot 1.7.10 and yes I'm close enough for them to spawn...Once I get home from school I'll test to see if there's enough lighting, etc.

 

put a light source and it still doesn't work
