mob troubles on my server

    ok i downloaded pail and pailplus and craftbukkituptodate plugins and pail turned the mobs on so i unchecked it said to restart the server so i did and it was checked again so i removed pail plugins and craftbukkituptodate plugin and even in my server properties it says false but there still spawning please help thank you
