Mob spawns in bright lit places?

    Hello.

    On my server mobs are spawning in bright areas. I have placed dozens of torches around the spawn area but they keep spawning. In spawn it is bright with torches and a zombie spawns in the middle of it. There isn't any spawner underneath. Is there a mob control spawn plugin out there?
