Since MC 1.0 and bukkit, there's existing world_the_end. Now this cost mow more ram usages since before. Why not a server.properties setting to enable/disable the world?

Why not similar as the nether with the allow-nether option?

I don't think The End really takes up that many additional resources. It's an island of limited size, and although I haven't tested it, I'd bet that the terrain generator for The End doesn't make any additional islands.

    2011-11-26 02:13:46 [INFO] World "world_the_end": 625chunks,0entities

    and now :)

all fresh generated and without plugins, only essentials to check the ram usage

I don't know exactly how much overhead each one takes, but you've got almost twice the amount of entities in the 1509 'world' than you do the 1337 'world'. Plus I would consider ~150MB to be an almost negligible chunk of memory.

If I may jump in here:
Actually, 150MB of RAM are not a negligible chunk of memory. Sure, for a 2GB server it certainly is, but many of us are running private servers with ~4-8 people and limited RAM. I myself have such a server with a maximum of 600MB RAM, and since the 1.0 update I constantly have to restart the server because it's using more than 600MB RAM.
    So I'd really appreciate a allow-end function..

yes i think exactly THIS is the point !

As long as the chunks aren't loaded in RAM.. surely it can't cause that much of a problem.. even on a small server. But it can be done with a plugin in all probability.
