MC Server. Many can join but many others can't. HELP ''error''

    So i have been having this problem for a long time now, it is very frustrating and weird. I have got a minecraft 1.7.10-1.8 spiggot server with bungeecord. Many people can join but others can't. I can tell it is a problem from my side. I have got an image to show you and I hope this can be solved.
