Ok, it's pretty simple. Do you have the jar file of your finished plugin? Have you tested it out? Once you have go to this page: http://dev.bukkit.org/server-mods/create-project/ Fill out the form with as much detail as possible and upload your jar file. Once uploaded and submitted, your plugin will be reviewed and approved/rejected by a mod.
