Make Region ? Help

i thats possible make region allow players breaking but not building?

 

Look at worldguard

/region flag [region name] build deny <-work
/region flag [region name] break allow <-dont work
its say unknow flag specified

 

I am not sure if there is a plugin that will allow you to build but cant break. You might wanna post it in the plugin request. But you can get one like modify world and give them permission to build but not to break

it could be work with essentials.
in config file there is blacklist with placement.
some how manage with that could possible unable build but break.
