Plugin Help Looking for a plugin

Hi I was wondering if there was a npc plugin that allowed you to create npcs that fought players and allowed to edit what items they had. Also if you could make them respawn naturally in the same place and the cool down of the respawn and edit health/strength/speed and edit what they drop and the chance of what they drop. If this is not a plugin already can anyone make one for it?

@TiTech Which server? Custom plugin probably. The picture I'm getting is that there is an NPC, and it follows players and attacks them with seemingly intelligent skills. They can edit items for some reason... And change their potions.
