Looking for a plugin...

I'm looking for a plugin that controls spawns in a certain region.
Let me be more specific on what I want.

I do not want anything spawning anywhere at all, only hostile mobs. Friendly mobs however I want to be able to control where they spawn. My server is a realistic kind of server where if you want sheep r cows, or a wolf, you can only get it over here... yada yada.

Any plugin where I can control that?
Thank you in advance for helping me, thank you very much. Yes I looked around some, but there's so many things that look like they can work but won't and there is Regionize that is perfect but is outdated.
