Plugin Help IslandWorld Plugin Problem

I'm having a slight issue with my IslandWorld plugin.

Basically when I do /is create it makes the island, but it comes out like this:

Any idea why it's doing that?

Also only OP can create islands or do anything for that matter, if I de-op myself and try to make an island it says I do not have permission.

Any help is appreciated
