Is there any plugin that allow commands by Menubook/PItemMenu but doesn't allow commands by typing?

Is there any plugin that allow commands by Menubook or PItemMenu (plugins like that)
but doesn't allow commands by typing?

I just want to let users get VIP by using their balance in the server (using PItemMenu), but I have to allow some permissions.
But if I allow permissions, I think some users that know this command will type in the command in the chats and change him/herself to an Admin.

If you know any plugin or config, please tell me! (Even if it is impossible)
