is there a way to restrict certain item?

    I want to disable tnt, flint and steel, lava ect. to guests and builders on my server is there a plugin to do this? and if permissions can do it can someone tell me how to do it?

    Yes, the WorldGuard blacklist file does this very conveniently- you can stop any block from being used. You can even have it write to a log file when people do something or let certain players be notified of block breaks. Also, outside of the blacklist there are ways to turn off fire spread, creeper explosions, TNT explosions, fall damage, etc.
