Is there a plugin for this?

Everybody is familiar with the native Nether portals in minecraft. You make a ring of obsidian, light it, then walk into the nether. I'm trying to capture this mechanic for transportation to another world.

Specifically, I want players to make an identical ring out of lapis blocks instead of obsidian, and then be able to walk through it into my Skylands world. I have Stargate already, and I use it a lot, but that's not what I am looking for here. Only admins can make stargates on my server, but anybody can make nether gates. I want anybody to be able to make sky gates too. Basically, I just want to clone the nether gate but made of lapis blocks instead and teleport to world_sky instead of world_nether.

Is there anything out there that does this? I searched bukkit plugins with the word "Portal" in the name and most of them were just ways to change how gates look, but none seemed to offer this function.
