   I know you can keep an arrow soaring straight by fiddling with the velocity, but then the arrow also flies fast. I'm guessing it's not possible to have the arrow fly slowly and without dropping at the same time?

   You can. Just fiddle with the velocity but do not set the velocity to a high value so it does not fly fast.
