   These are the plugins I have installed on a creative server, I installed flyspeed and basicwarps most recently and now nobody can break blocks. I need the plugins, is there somewhere I can edit the permissions in my FTPs?

   No offense, but just use Essentials instead of the new two that have hindered your ability to break blocks. Essentials is a bulky plugin but does both of these things perfectly.
