Images in Item Frames? Resource Packs?

I have no texture packs installed, and the server did not ask me to download any when I joined.



They are on item frames, and there are different images all over the spawn. Is there a way to force texture packs now? How was this done?

 

Looks more like a painting to me, that's pretty cool though.

Don't take my word on this but I think there's a setResourcePack method.

No. This is just map, right clicked in an area, and that area has as first block layer purple wool. Everything typed on that map is made block by block. We've made it on our server too, here's some screens:

 

Looks like a plugin that draws an image on a map.
It's pretty easy with the Bukkit API to do so.

(Easier than building it with blocks)
