Question I need help setting up log block with xampp

Hello, today I started to install the logblock plugin and I recieved the error cannot connect to mysql. So I looked for awhile and found people saying that you need a hosting. And so I saw people recommend xampp, but after start mysql in xampp.. Minecraft still says it can't connect. Can someone teach me how to set it up?
