Plugin Help I cannot get essentials fixall and commandcooldown to work

Okay so basically the error in chat is "You cant use that blah blah" and then when you redo the command commandcooldown is working correctly and says "you cannot use that command for 23 h and 53 m blah"

Here are the perms i'm using (yea I get some arent real, its a tip i got)

PHP:

    - essentials.recipe
    - essentials.repair.all
    - essentials.repair.armor
    - essentials.repair.enchanted
    - essentials.fix.all
    - essentials.fix.armor
    - essentials.fix.enchanted

That should have it work, but it doesn't .-. anyone? Help plz.
