How to teleport between worlds

I created another world for my multiplayer server by changing the name in server.properties. I know you can download multiverse, but I had difficutly installing permissions for that. To switch between worlds, we much rather use commands than portals. Is there any other plugin that will let us switch between worlds using commands?

 

multiverse has commands, /mvtp [Worldname]

 

I know, but I have to install permissions in order to use multiverse.. and permissions is causing me problems

 

XCraftGate also has MutliWord commands and stuff, but its also using Permissions (well you CAN use it without permissions, but I guess thats not so good as only OPs will be allowed to use the commands of it)
