How to report issue w Bukkit?

How do I report an issue with Bukkit? I can't seem to find a place to do this.

Specifically, the issue is the same as in

https://bukkit.atlassian.net/browse/BUKKIT-5004

except that it affects 1.7.2-R0.3; according to the tracker, the issue was resolved in 1.7.2-R0.1.

---but the solution there (log into your Atlassian account) does not resolve the issue. Following "report an issue with Bukkit" loads a page with the error, "You do not have permission to create issues in this project."
