How to prevent any building/destroying of blocks?

This may seem like a silly question, but is there a way to prevent all players from being able to build/destroy blocks on a server? I am designing a plugin that requires there be no modification of the landscape. The best option for me would be something simple that would replace any and all blocks that are built/destroyed relatively instantly. In other words, I don't want the players to be punished for attempting to break or add blocks. Is this possible?
