Better ask on the BukkitDev page of NCP, you are more likely to get an answer quickly there: http://dev.bukkit.org/bukkit-plugins/nocheatplus/ You can't just turn it off, however you can give players the speeding permission (nocheatplus.checks.moving.survivalfly.speeding). That will allow twice the speed by default on about everything. It is also possible to increase the amount of speed that is allowed with that extra permission. Do you want to allow speeding or do you try to workaround other issues?
