Question How to disable teleportation in Minecart ?

Hi everybody ! I have a server based on rollercoasters and I want to disable teleportation or commands such as /warp /spawn /tp when people are in a minecart, i'm on 1.8 spigot server. I hope you can help me ! (Sorry if i don't speak english well i'm french ^^)

So I found a solution maybe little bit weird, I disable commands such as /spawn etc, and when a player enter in a rollercoaster i clear the compass navigator and give it after the rollercoaster,
