How do i disable Chunk Claiming in a specified location ?

Talking about "Auto Region Claim" plugin..
and if there is no option for doing that such a thing.. so which plugin has that option ?

I need to do disable chunk claiming in a City marked by Regios.

Oh and by the way, its better if you tell me how to disable chunk claiming in a place marked by WORLD GUARD

(note: if the plugin isnt world guard, so im talking about the plugin which says in red "You dont have permission for this area."
