How change the rules?

    Hey Guys, i am german so pls dont be ?!scared?! if my english is bad....
    I have a simple question, i think:
    How can i change the rules? I mean when u tipe in /rules in chat there are 3 rules. How can i change them?

    What plugins do you use?

    I know essentials has the /rules command, you change the rules in the config file from essentials.
